On draft day players are bid on in an auction format.
The first player is chosen by last year Super Bowl winner.
Subsequent players are chosen by the buyer of the last player.
A maximum of 3 players at any position can be carried forward to the following year.  These are 'franchise' players.
If players are kept from a previous season they retain their original purchase price for a maximum of 3 years.
Players with a salary of less than $50 are raised to $50 if they are kept as franchise players.
All teams will start from scratch every 3 years.

Rosters:

Each team will have a maximum of 20 roster spots to fill and must never go over.
As of the day of the draft, each team must have a minimum of 11 players with enough players at each position for a starting lineup.
All rosters are frozen two weeks prior to the playoffs, (week 11).

ROSTERS WILL NOT BE EXCEPTED AFTER THE DEADLINE.
Lineup change agreements between teams are not official until the commissioner is notified before the deadline.
Teams failing to submit a roster on time will be forced to start their previous weeks lineup, (regardless of bye repercussions) and will be fined $25. Fines are due within 14 days or by week 14 wichever comes first. Failure to pay your fine will automatically exclude you from playoff contention.*

RB 2
WR 3
TE 1
UP 1
K 1
DF 1

Utility players, (UP), can only be a WR, RB or TE.  In the event that a team cannot field a full starting lineup, that team will take zero points for positions not filled.

Free Agents:

Free agents are handled by waivers as stated on CBS Sportline

Trades:

Trades are allowed between franchises.
Trades are not official until reported to the league commissioner.
Any trade may be vetoed by the commissioner if it's determined to be detrimental to the league.
Trades are also handled by rules on CBS Sportsline.
Trades do not effect salary cap.
There are no transaction fees for trades.
Week 13 is the last week to make trades. (This is mainly to deter non-playoff teams from tanking their team to a contender.)

Franchise Players:

A franchise player is any player designated as such by their team.
A franchise player is kept on the owners roster from season to season.
A franchise player may not be kept for more than 3 consecutive seasons.
A team may designate a maximum of 3 franchise players per year.
In the event that a franchise player is traded, the franchise that receives that player inherits his contract.  Therefore, if Steve Young is on his 3rd year as a franchise player and is traded.  His new team can not designate him as a franchise player due to the 3 consecutive year limit.  This requires a players value to be re-assessed, (bid on), every 3 years at minimum.
